Description
The Marine Corps Warfighting Laboratory (MCWL) intends to issue a competitive solicitation, for a contract to develop and deliver a militarized Tier II system. MCWL has determined a need for close range Unmanned Aerial Vehicle (UAV) systems needed to support operations at regiment, applicable combat service support units, and Marine Expeditionary Unit Special Operations Capable levels. The Tier II UAV is intended to enhance timely situational awareness and decision-making. The current Tier I UAV satisfies the close battle point reconnaissance and surveillance needs while Tier III UAV systems shall primarily support Joint Task Force Marine Air-Ground Task Force level requirements. The intended use of the UAV systems acquired to support this initiative shall address exploration of the Tier II System concept and development/verification of tactics, techniques and procedures in theater. The Tier II system will include developing a system with an option for an additional system, testing, production and preparation of associated documentation, logistic support, technical support, field service support, repair services, maintenance service, training, warranties and technical manuals. This contract will consist of (1) a Cost Plus Fixed Fee and (2) Time and Material type contract with a base period and four one-year option periods for a total of five years. This requirement will be set aside for small business only. The applicable NAICS Code is 339999, Size Standard 500 employees. The government anticipates holding a pre-proposal conference and details will be outlined in the solicitation. The Tier II system shall be Technology Readiness Level (TRL) 7 or above. Enhancements to the Tier II system after contract award shall be accomplished via contractor and/or Government generated Engineering Change Proposals. The solicitation will specify that the delivery schedule of the first UAV system shall be within 120 days after contract award. Award will be made to the offeror who represents to the Government the best value based on Technical, Management, Past Performance and Price Factors. It is anticipated that the solicitation will be available on or about September 6, 2005. The solicitation may be obtained at https://www.neco.navy.mil. The government will not distribute hard copies of the solicitation. Potential offerors will be responsible for downloading a copy of the solicitation and for monitoring the site for any amendments. For planning purposes, offeror?s interested in attending the pre-proposal conference are requested to submit their request in writing via email to Sandra.k.Hughes2@usmc.mil.
