- NAICS Code: 541990 The United States Environmental Protection Agency, under the authority of FAR Part 13, intends to award a sole source purchase order to the Tribal Environmental Law Project of the Northern Plains Indian Law Center at the University of North Dakota. The NAICS code for this requirement is 541990; the size standard is $6 Million. The contractor shall review EPA publications, as well as Native American tribal interest group publications and shall prepare a report providing a significant historical account of the Indian tribal environmental program including EPA activities over the past 35 years. The contractor shall also provide the EPA American Indian Environmental Office with historical expertise and technical writing expertise. The estimated period of performance for this order will be one year from the date of award. The proposed contract action is for services, which the Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1 (b). However, all responsible sources may submit a response to this notice, which if timely received, will be considered by the Agency. All interested parties must demonstrate 1) a minimum of 15 years experience in federal Indian law, federal environmental laws and policies, tribal environmental laws, and tribal environmental programs 2) knowledge and understanding of EPA's policies and activities specific to environmental protection in Indian country 3) the ability to prepare written documents for a varied audience including highly to moderately educated individuals, in different environmental media programs, and with management, policy, legal, and technical backgrounds. Responses must be received no later than 4:00PM/EDT on August 22, 2005 to be considered timely. All respondents must identify their business size under NAICS code 541990. The size standard is $6 Million. A determination not to complete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. NO SOLICITATION IS AVAILABLE. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
