Description
The MDA intends to award 14-month sole source cost-plus fixed-fee follow-on contract modifications to Computer Sciences Corporation (CSC) (under Contract HQ0006-04-C-0002) and to SPARTA, Inc. (under Contract HQ0006-02-C-0004) for continuation of critical SETA support of the MDA Ballistic Missile Defense System (BMDS). These extensions will be for the minimum amount of time necessary to avoid disruption of services essential to the continued development and deployment of the BMDS while MDA continues with its efforts to reengineer the MDA organization and revise its program plan. These actions will assure uninterrupted, essential continuity of unique highly technical engineering, analytical and support services required to support MDA?s BMDS mission, and will assure MDA will maintain the critically needed skill-set capability to keep MDA executing on a sensitive and timely schedule. CSC and SPARTA are the only companies that have the current requisite expertise to maintain the level of support required. Current contractor personnel are key to preserving the Agency?s real-time integrated strategic capability while ensuring reliability, consistency, management, and response times needed to support the Agency?s mission. No other sources would have the necessary level of expertise relating to both MDA SE research and program activities, or could achieve the required level without significant delays and cost that would impact MDA?s ability to support the BMDS without negatively impacting MDA's ability to comply with critical mission requirements. MDA is currently conducting an Agency-wide reengineering effort to find smarter, more efficient ways to do business and transform the Agency from one comprised of individual programs to one comprised of components that can be ultimately integrated into a layered ballistic missile defense system. As a result of these reengineering efforts, the MDA Deputy for SE is evaluating these impacts to the MDA Systems Engineering processes. Once these impacts are determined, a new SE requirement will be generated and competitively procured in the late Summer/early Fall of 2006.
