- This is a modification to the synopsis entitled CUSTOMER RELATIONSHIP MANAGEMENT which was posted on July 28, 2005. You are notified that the following information is provided to augment the initial synopsis/solicitation: QUESTION SET TWO QUESTIONS AND ANSWERS TO SUBMITTED QUESTIONS: Q1. Do you plan to run Mac OS X Server or the Client Version of 10.4? A1. We will use the Server version. Q2. You appear to be running this on a standard G5, please confirm. A2. Yes, it is a G5. Q3. Would you be open to using Open Source software that's modified to suit your needs, or do want it designed from scratch? A3. Yes, we are open to using modified Open Source software. Q4. Could we get a diagram of the work flow? A4. We do not have a work flow diagram. Q5. Is it acceptable to run the web server in a Microsoft Windows IIS environment and to use Internet Explorer on the web clients? A5. We do not wish to run MS Windows on the Mac server. The web clients must work with a variety of browsers, not just Explorer. Q6. What type of email system will be used? A6. A variety of email systems are used. Q7. Will other legacy systems need to be integrated? If so, please describe the functional level of integration. A7. There are no legacy CRM systems that will be integrated. This will be the first use of CRM software at the Center. Q8. Is the closing date for the receipt of response to the RFQ final or is it likely to be extended by a few more weeks? A8. The closing date for the RFQ will not be extended. Q9. Is there a requirement for the proposal format and content and can we submit our proposal in form of a word document via e-mail to your e-mail address? A9. Proposals must be submitted by Aug 15, 2005, 8:00 AM Pacific Time, via email to Dat Hoang and/or Rachel Khattab, or faxed to 650-604-0270, per the solicitation. Any format is acceptable as long as the requirements of the solicitation are addressed. As is stated in the RFQ: “Offers…must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.” Q10. Does your agency accept CRM solutions based on Open Source? A10. Yes Q11. Are you open to an ASP (application service provider) model wherein the CRM application will be hosted by the service provided and all users will have web access to the application both administrative and end user access? A11. No, we need to host the system on a computer at Ames Research Center. Q12. Do you anticipate any integration requirements? A12. If you mean integration with existing CRM software, the answer is no. This will be the first use of CRM software at the Center. Q13. Do you anticipate a requirements gathering phase when the additional users are identified? A13. Yes, we will be working to further refine requirements as one of the first steps. Q14. Does the proposed effort have to be “fixed-price”? (Customization requirements for specific functions, specific data elements and usage, security, user interface layout, business rules, workflow and reports are not known at the appropriate detail). A14. A fixed price contract will be awarded for this procurement. Offeror's quotes should be based on the requirements specified in the RFQ. As stated previously (see Question Set One, Q16) offerors may propose fixed, fully burdened labor rates for the customization; however, a total price must be provided in the quote. Q15. Licenses and a set number of hours for customization can be fixed-priced, but the actual business/technical requirements determined may require more time initially allocated. Would an amendment/revision to the fixed-price contract be allowed during the initial stages of the engagement when the proper details are known? A15. Contracts can be modified in accordance with the FAR (Federal Acquisition Regulation). Q16. What is FAC 2005-04, and where can we review the provisions and clauses? A16. FAC stands for "Federal Acquisition Circulars." FACs and the FAR are available at http://www.arnet.gov/far/. To find any specific FAR or NFS clauses, such as FAR 52.212-1 (JAN 2005) go to the NASA website that has a "Search" feature for FAR clauses: http://prod.nais.nasa.gov/far/ and enter a search for the term "52.212-1". The NFS (NASA FAR Supplement) may be obtained via the Internet at URL:http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm. Q17. “Delivery to ARC is due within 30 days ARO” What is ARO? A17. After Receipt of Order. Q18. “The DPAS rating for this procurement is DO-C9”. What is DO-C9, and what does that mean? A18. DO ratings are a requirement of NASA FAR 1811.6 "Priorities and Allocations, " which describes the use of priority ratings on NASA contracts, and in this case, DO-C9 indicates the acquisition of items in a miscellaneous category. Q19. What is the “FOB Destination to this Center”? A19. “Freight On Board” Destination, indicates that any supplies procured by NASA will retain title by the contractor until they are received at the NASA installation, thus with FOB Destination, the vendor would cover all charges associated with the delivery up to the point of title transfer at NASA Ames. Q20. Standard Form 1449 is encouraged to use. Do we just fill out blocks 12, 17, 23, 20-24 & 30 only? A20. Yes, or instead of completing boxes 20-24, your company's quotation can be attached. Use of the form is encouraged, not required. Q21. What and where is FAR 52.212-1 (JAN 2005)? What and where is FAR 52.212- 4 (OCT 2003)? What and where is FAR 52.212-5 (JAN 2005)? A21. See the answer to Q16 above. END OF QUESTION SET TWO The due date for responses is not extended. The deadline for receipt of questions has passed. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
