- In accordance with the requirements of Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), this public announcement is hereby issued to declare the intention of the FAA William J. Hughes Technical Center (WJHTC) to award additional effort on a single source basis to Delta Airlines, Inc. of Atlanta, Georgia, under existing contract DTFA03-02-C-00044. Delta Airlines is uniquely qualified for this effort, having supplied the candidate aircraft and having full cognizance of the usage and maintenance history of the aircraft, information that is required to perform the work. The FAA and Delta Air Lines (DAL) have teamed to perform teardown inspection and extended fatigue testing of a retired Boeing B727 aircraft near its design service goal of 60,000 flight cycles under the above contract. More research into this effort is required and Delta Airlines is uniquely qualified to supply the FAA with the knowledge and personnel required to complete the ongoing research. A competitive solicitation is not available for this procurement.
