Description
The Food and Drug Administration (FDA) intends to issue a sole source, fixed price Purchase Order to Robert M. Spiller, Jr., 1404 Homeric Court, McLean, VA 22101-5610. The purpose of the Purchase Order is to acquire the services of a Consultant to develop and deliver Regulatory Law Training for the Food and Drug Administration?s Center for Veterinary Medicine (CVM). The CVM Staff College implemented and is managing a competency based organizational development program to ensure its staff has the requisite competencies needed to successfully carry out the mission of CVM. The CVM Competency Model includes: CVM Competencies; Management, Leadership, and Team Competencies; and Scientific and Technical Competencies. The work required by this effort will fall within the Management, Leadership and Team Competencies category and the targeted competencies include: (1) Confronting Direct Reports; (2) Fairness to Direct Reports; (3) Managerial Courage; (4) Decision Quality; and (5) Perseverance. The proposed procurement is for commercial items and services for which the Government intents to solicit and negotiate with one source under the authority of FAR 6-302(1). This procurement will be awarded using the policies and procedures of FAR Part 12 and 13. This synopsis is not a notification or request for competitive proposals or an announcement of an forthcoming solicitation. Requests for copies of this solicitation will not be honored or acknowledged. The Government reserves the right to enter into a competitive acquisition if it is determined that it would be in the best interest of the Government to do so. A determination by the Government to process with a single source procurement based on responses to this synopsis is solely within the discretion of the Government. Information received in response to this synopsis is solely for the purpose of determining whether or not to proceed with a competitive acquisition. All interested parties must respond before the closing date of this notice, August 17, 2005. Written responses must provide clear and concise documentation indicating your firm?s capability to provide the required services. The Government does not intend to pay for information received. Verbal responses are not acceptable and will not be considered.
