Description
The U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC)at MacDill AFB, Florida intends to procure services for the development of a Prototype Configurable Atmospheric Measurement and Profiling System (AAMPS) Module. The AAMPS is a scalable data acquisitions and recording system that can be utilized in varying capacities by any of the heavy and light aircraft that are flown by NOAA/AOC. The scope of work for this project includes providing the following: (1) A Configurable AAMPS Module (CAM), which shall consist of the real-time data acquisition computer, electrical interface for sensor/avionics/radar data sampling; streams time-tagged data to the AAMPS Main Data Station Computer (MDS); (2) Data Recording, Processing, and Distribution, which shall be hosted by the AAMPS MDS, contain central data recording and processing workstation, shall ingest/record CAM data streams and shall have a network application server; (3) Data Video Distribution and Display, which shall capture and record video data from multiple video devices; accommodate a variety of video formats, and distribute video feeds to multiple on-board displays; (4) Network Infrastructure, and User-Net, which shall provide fiber/copper infrastructure that supports multiple on-board network environments; and (5) User-Net, which shall provide a general purpose network environment that supports common server-client capabilities and network printing, database access, network storage, file-sharing, etc. The tasks involved in this project are: Development of Hardware Engineering , Electronic and Mechanical Design, Mechanical Design, Electronic Engineering, Software Development, Software Design, Code Development and Unit Testing, Validation, including CAM Testing and Integration Planning, CAM Testing and Integration Execution, Final Review and Training. The deliverables for this project shall be a project website, a format, and technical interchange. Proposals will be evaluated against four factors: A- Experience, Qualifications and Facilities; B- Past Performance; C - Scientific and Technical Merit; and D - Effectiveness of the Proposed work Plan. The period of performance is six months from date of award. This is a 100% small business set-aside. NAICS code 334511 applies.
