Description
National Medical Association, Recruiting Primary Care African-American Physicians to Become Leaders and Work in Community, Migrant, Rural Health Centers, and Primary Care Academia THIS NOTICE IS FOR INFORMATION ONLY?The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the National Medical Association (NMA), 1012 Tenth Street, NW Washington, DC 20001. The Public Service Act, Title VII, Section 747 authorizes HRSA to develop a critical mass of African-American primary care residents who will become primary care leaders in clinical and academic medicine. In order to accomplish this feat, the potential contractor will design, implement, and evaluate a project that shall include: 1.identifying primary care African-American residents throughout the U.S.; 2.developing a process of evaluation for selecting 20 residents and be responsible for the selection; 3.linking and exposing the 20 residents to local and national role models in Community Migrant and Rural Health Care Center (CMRHC), National Health Service Corps (NHSC) (both presidential initiatives), Academic Primary Care and Health Policy positions in the U.S. Department of Health and Human Services and in there respective fields; 4.developing a listserv and other forms of web-based communication to facilitate collaborations between African-American residents and these organizations; 5.convening a group pf residents to attend meetings, including an underrepresented minority (URM) national conference targeting African Americans and a site visit to HRSA; 6.partnering participating residents with local medical and undergraduate schools in their respective communities to allow an exchange of experiences and mentorship with prospective students; 7.expanding access to quality care via the exposure and positive experiences with the NHSC and CMRHC; 8.increasing opportunities for African-American residents to become primary care academicians and to impact medical education, clinical care, and primary care research; 9.enhancing community health education, advocacy, research, and partnerships with federal agencies; and 10.providing opportunities for scholarly exchange among the 20 residents and to conduct outreach effort to promote improved public health and establish national health policy agenda in support of physicians of African descent and their patients. The potential contractor shall have extensive experience working with URM physician residents, especially those of African-American descent. The potential contractor should have access to NMA?s web site, NMA?s national and local chapters, NMA?s national annual convention, and NMA?s journal. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is 6 months. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. HRSA?s targeted audience is physicians and patients of African descent. The NMA is a unique institution that promotes the collective interests of physicians and patients of African descent. The NMA carry out this mission by serving as the collective voice of physicians of African descent and a leading force for parity in medicine, eliminating health disparities, and promoting optimal health. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.601-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
