NAICS Code: 541620 THIS SYNOPSIS IS AMENDED TO EXTEND THE DUE DATE OF THE QUOTES FROM 8/15/05 TO 8/18/05 AND TO MODIFY THE PERFORMANCE WORK STATEMENT FOR TASK 3 INCENTIVES/DISINCENTIVES. THE AMENDED RFQ AND PERFORMANCE WORK STATEMENT CAN BE LOCATED ON THE FOLLOWING WEBSITE: http://www.epa.gov/oam/regions/index.htm#solam. EPA requires TSCA 406(b) Lead-Based Paint Outreach. This requirement is 100% small business set-aside. The Contractor shall provide assistance to the regulated community with understanding of the TSCA 406(b) Rule. The Contractor shall educate local licensing boards, builder/remodeler professional organizations and private sector in the states of Florida and South Carolina with the requirements and encourage compliance with the regulation. Based on the feedback from the target entities, the Contractor shall also develop recommendations on ways to implement the program. The Contractor shall identify and develop a contact list of organizations (entities) for each city and visit those entities, meet with their officials, hand out 406(b) material pamphlets, explain the regulations, answer questions and solicit assistance in achieving compliance. The Contractor shall keep accurate records of the contacted officials with their phone/fax numbers and shall organize these records as a database. The database shall include name, title, phone number of officials and address of the organizations. It shall contain information on the officials prior familiarity with Lead-Based Paint regulations and provide an estimate of a potential number of individuals/firms each visit may impact. The Contractor shall provide a Draft Final Report and present that report to EPA Project Officer and staff. The report shall indicate how and at what level objectives and performance standards for each of the tasks were met. The report shall also include background methods used, outcomes and conclusions. The Contractor shall also provide an assessment on the knowledge of 406(b) Program requirements and the knowledge of the specific requirements by the regulated community. After submittal of the Draft Final Report but before the expiration of the time of performance (one year), the Contractor shall make a presentation to EPA staff describing their activities under the Purchase Order. A final report must then be submitted incorporating any comments made by EPA staff. Qualifications - The Contractor should have a general understanding of the U.S. Government Regulations, a good knowledge of TSCA 406(b) Lead-Based Paint Pre-Renovation Education Rule and should be able to explain and discuss it with the regulated community, record progress/feedback in a database computer program and deliver the findings in a well organized manner. Award shall be based on best value where Technical Expertise, Knowledge of TSCA regulations and Experience are approximately equal to cost or price. The Request for Quote (RFQ) and Performance Work Statement shall be available by accessing the following website: http://www.epa.gov/oam/regions/index.htm#solam. This information should be available on or about July 27, 2005. Quotation should be submitted by August 10, 2005 by 4:30 P.M. Quotations received after 4:30 P.M. on August 10, 2005 will not be considered. Vendors shall submit information (resume) with their quotation that illustrates that they meet the above qualifications. In addition, the vendor shall provide past performance information (references) showing where similar outreach was provided to a customer of comparable size to an EPA Regional Office or State Organization. The vendor shall provide the company or agency name, contract number, point of contact, phone number and period of performance.
