- The Defense Security Cooperation Agency (DSCA) is issuing a combined synopsis solicitation for source directed to Gartner Software, for access to published research papers and be able to search papers via an online search engine and download whatever information found. All responsible sources may submit a response which, if timely received, nust be considered by the agency.Offerors may download the entire solicitation, at the following website: http://www.dsca.mil/programs/biz-ops/business_operations.htm. The solicitation will be posted to this website by COB 9 AUG 2005. All questions in regards to this solicitation should be directed in writing to Julian Boggan, Contract Specialist, Email: julian.boggan@dsca.mil and toye.latimore@dsca.mil. No telephonic request will be entertained. All questions must be in writing. NO EXCEPTIONS. The cut-off date for questions is 18 AUG 2005 at 9:00 A.M. EST. Proposals are due 6 SEP 2005 at 10:00 A.M. NO EXCEPTIONS.
