Description
The purpose of this contract is to support program development, implementation and achievement of USAID/Jamaica?s Economic Growth Strategic Objective (SO) of Increased Trade Competitiveness in Targeted Industries (SO 9). To achieve the Economic Growth Strategic Objective, two Intermediate Results (IRs) have been identified, specifically IR 1: Competitive Clusters Developed and IR 2: Business Environment Improved. These two results will be accomplished through the design and implementation of activities that will stimulate economic growth, maximize Jamaica?s benefits from bilateral, regional and international trade agreements and position target industries and firms to take maximum advantage of opportunities created as a result of these agreements and other sustainable development opportunities. USAID/Jamaica-Caribbean seeks to procure the services of a qualified firm or an effective consortium of firms to focus efforts on reducing and eliminating impediments to economic growth, competitiveness and investment and on developing competitive industry clusters and firms that have the capacity to compete in an increasingly more competitive global economy. Program implementation is expected to be carried out through the provision of short-term and long-term technical assistance, training, local capacity building, private sector partnership development, public-private alliance creation, grants under contract, public information campaigns/outreach, limited commodity procurement, and other related services. The related economic growth strategy is a component of the broader USAID/Jamaica FY2005-FY2009 sustainable development strategy to be a catalyst for Transformational Change to Accelerate Sustainable and Equitable Economic Growth in a More Competitive World. The program will engage a collaborative approach to economic development by mobilizing public and quasi-public institutions, the private sector, supporting non-governmental organizations (NGOs), other donors, the Jamaican Diaspora and targeted urban and rural communities throughout Jamaica to support demand driven activities that contribute to sustainable and equitable economic growth, the elimination of barriers to competitive global trade and investment, increased competitiveness of the private sector, improved quality of the labor force, and the capacity to take greatest advantage of opportunities created by the Caribbean Single Market & Economy (CSME), the Free Trade Area of the Americas (FTAA), the World Trade Organization (WTO), other Free Trade Agreements (FTAs) and by hosting key Cricket World Cup 2007 events.
