Description

The Department of Commerce/NOAA, National Marine Fisheries Service (NMFS), intends to negotiate on a sole source basis for follow on Trawl Survey services with the State of Maine Department of Marine Resources. The state of Maine currently provides trawl surveys under a program developed in 2000 as part of the cooperative research of the NMFS Northeast Region. This proposed effort is based on congressional emphasis placed on the development of full implementation of partnerships in cooperative research with the commercial fishing industry, conservation organizations, and state marine fisheries agencies. The statutory authority for this action is 41. U.S.C. 253(c)(1), Only One Responsible Source. The State of Maine is uniquely qualified to continue services based on their development an a geographic information system that is integral to sound stock assessments, and the advancement of basic and applied research within NMFS. The applicable NAICS code is 541620. The size standard is $6M. No award shall be made as a result to any response to this announcement. This is not a request for proposals.
