- I. INTRODUCTION Battelle Energy Alliance LLC, Management and Operating Contractor of the Idaho Nationl Laboratory is requesting an EOI from prospective vendors to provide an engineering team to include a designated team leader to execute a Design Basis Reconstitution Program for the Advanced Test Reactor. The team will support the ATR Safety and Design Basis Engineering staff in preparing Design Basis Documents for the safety related systems. The team will be responsible to identify and evaluate design recovery actions and validate safety system functionality. This work is to be completed by October 1, 2007. II. BACKGROUND The ATR is a Department of Energy (DOE) owned nuclear test reactor located at the Reactor Technology Complex (RTC) of the Idaho National Laboratory (INL) approximately 50 miles west of Idaho Falls, Idaho. The ATR is a pressurized-water design with a design thermal power of 250 MW. The ATR was designed in the late 1950s. Construction began in November 1961. Nuclear criticality was achieved in July 1967. Full power was achieved in August 1969. The ATR Design Basis Reconstitution Program is similar to design basis reconstitution programs that have been executed in commercial nuclear power plants. The ATR is similar in design, design basis issues and design and safety documentation status to commercial nuclear power plants of similar vintage at the start of their design basis reconstitution programs. III. SUBMITTAL REQUIREMENT 1. A summary of corporate and individual experience in execution of design basis reconstitution projects in older commercial nuclear power plants of a vintage similar to ATR. 2. Resumes of key personnel who would be assigned to the project. 3. Examples of design basis reconstitution project procedures, processes, and/or work performed in similar facilities.
