Description
The U.S. Fish and Wildlife Service invites Requests for Quotes to provide firebreaks by the cutting of hazard trees, mowing/debrushing, and chipping of vegetation along approximately 40 miles of gravel access roads on the Nulhegan Basin Division of the Silvio O. Conte National Fish and Wildlife Refuge in Brunswick, Vermont. The tree inventory lists approximately 176 trees marked with orange paint, to be cut. If there has been summer storm damaged to other trees, they will also be included. Mowing/debrushing will also be performed along the approximately 40 miles of road. Clearing for fire equipment/crew access and bush hogging will be performed on up to an estimated 15 miles of firebreaks/fire access roads. Tractors must be equipped with ROPS and boom-mounted mower. Minimum horizontal and vertical reach of boom-mounted mower = 10 feet. Equipment must include a four-wheel drive tractor in the 40-60 hp range with front bucket and a pull-behind bush hog with a cutting width of 4-6 feet. Equipment must be washed prior to entry on the refuge to remove debris, soil or vegetation that could spread invasive/exotic plants species. The Government may restrict access to the roads, or delay or postpone work due to soft soils. The contractor shall implement and adhere to the Forestry Acceptable Management Practices for Water Quality in Vermont. All work must conclude before the second Saturday in October or be delayed until June 1, 2006. Prior to submission of quote, offerors are urged to inspect the project site and satisfy themselves as to all local conditions that may affect the cost and performance of the contract. A pre-bid site visit will be scheduled for August 19, 2005 @ 9:00a.m. Offerors shall meet at the Nulhegan Basin Division Office at 5360 Vermont Route 105, Brunswick, VT. The size standard is $6 million. All requests for the RFQ package must be submitted in writing to the address above to the attention of Marsha Browning. Requests may be faxed to 413-253-8450. Requests must include the name of the company, address, telephone and FAX numbers and a point of contact and should reference the RFQ #501815Q013. Issue date will be o/a 8/10/2005. The quote package is due at the above address by COB 8/31/2005.
