Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This announcement constitutes the only Request for Quote; quotes are being requested and a written Request for Quote will not be issued. Request For Quotation (RFQ) number is N00178-05-Q-1917. This is 100% set-aside for small business. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure 1 each Thermal Imaging Camera. Specification requirements for the Thermal Imaging Camera are as follows: camera must be capable of laboratory use and remote field use; camera must be able to t! ake thermal images and visual color images simultaneously while retaining near identical aspect ratio and field of view characteristics; Both the thermal and visual captured images must be recorded in the same file and include full temperature data for post-process analysis; Must be capable of remote operation with two included batteries (with charger) and also have AC cord; Must include accessories for the camera such as a rugged case, neck strap, and lens cap; Must include a (long wave) 320X240 Uncooled Focal Plane Array (UFPA) Microbolometer Detector; Must include 14-bit image resolution, automatic level/gain/focus and atmospheric transmission correction for ambient temperature/humidity/measuring distance; auto-emissivity correction based on operator input; must be capable of manual focus directly on the lens; Thermal sensitivity (resolution) 0.06 Deg. C (at 30 Deg. C 60 Hz; Operational temperature range: -40 Deg. C to 500 Deg. C; Must have inclusive LCD monitor; Must h! ave NTSC, composite, and S-video output; Measurement Accuracy: ? 2% or ? 2?C of reading; Must be IP54 splash and dust resistant designed in a rugged mobile case; Must have a shock rating of 30G?s (IEC60068-2-27) and vibration rating of 3G?s (IEC60068-2-6; Camera must have small footprint and weight must not exceed approximately 3.5 pounds; Must have voice recording capability that is linked with captured image files; Must have a software package to include image post-processing analysis and automated report generation capabilities; Must have two-way high-speed interface for file transfer and capable of being controlled remotely via high-speed interface (IEEE 1394, or USB 2.0) and Ethernet connection with auxiliary personal computer; Software must be capable of minimum and maximum alarm set points that can be configured to generate software (log file generated) and digital output alarms; Software must be capable of real-time thermal data acquisition using high-speed data int! erface (IEEE 1394, or USB 2.0); Software must be compatible with Microsoft Windows XP, or later; Must be capable of general thermal measurements of objects common in industrial electrical and mechanical room operation (standard lens required); Must be capable of accurate thermal measurements of small objects as small as 100 to 200 microns (close-up lens required); Software must be have the capability to export results to Microsoft Excel, ASCII, and AVI file formats for analysis; Must have at least 128MB removable memory card for file storage; At least 12-months of software updates included; Must have at least 12-months warranty and support for hardware and software; Vendor must provide a loaner unit and accessories (if requested by the Government) in the event that repair is required of the camera or accessories at the factory-taking longer than one week. The NAICS Code is: 334513, with a 500 employee size standard. Delivery will be F.O.B. Destination to Virginia Beach V! A by 30 August 2005. This procurement will be issued using Simplified Acquisition Procedures. The order will be a firm fixed price. All quotes shall include all such information to enable the Government to make its determination that the item(s) proposed meet all of the requirements stated above.
