Description
The requirement is determined sole source because Philips Medical Inc. is the only known vendor that provides original equipment manufacturer (OEM)/factory trained technicians with up to date/current OEM certifications and is the only known supplier of OEM replacement parts. A near 0% down time is required of all equipment covered by this requirement. From a liability standpoint, the subject equipment is required to provide continuous patient monitoring in an effort to provide quality patient care. A lack of continuous monitoring places an added liability on the Naval Medical Center Portsmouth. The use of any replacement part which voids the original configuration certification (UL, JACHO, etc.) of equipment will be prohibited. The Contractor shall maintain qualifications throughout entire contract period. Qualification includes but is not limited to the certification of all repair persons and repair facilities by the OEM as being trained/qualified to perform required repairs. The Government shall maintain the right to seek proof of qualification anytime during contract period of performance. The Contractor shall provide trained, experienced, English-speaking personnel, labor, tools, diagnostic equipment, software, test phantoms, material, supplies, transportation, parts and equipment necessary to perform Preventive Maintenance (PM), Calibration (CAL), Safety Testing (ST), and Corrective Maintenance. Additionally, the Contractor shall provide 40 hours of in-house formal OEM Factory Level Maintenance/ Service Technician training each year of contract (full life of contract). Training will be provided for a minimum of 10 seats on topics directly related to the maintenance of equipment covered by this requirement, and the Contractor shall also include a minimum of 15 Clinical/Operator training days on equipment covered by the contract. Topics are to be mutually agreed upon by the government and the Contractor. Training shall include all training materials including training manuals, service manuals, and any required IT support equipment (i.e. overhead projectors, Power Point Presentation etc.). This requirement will not utilize procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items; however, the government will be using the policies contained in FAR Part12, Acquisition of Commercial Items.
