- The Fleet and Industrial Supply Center Norfolk Contracting Department Philadelphia Division intends to solicit on an Other Than Full and Open Competition basis for the acquisition of information technology support services for NALC TOMAHAWK All-Up-Round (AUR) Program Management and associated Information Systems technical program support. Services are estimated to commence 23 Sept. 2005 and continue through 22 Sept. 2006, with three, twelve-month option periods. It is intended to award a Cost Plus Fixed Fee type contract. The anticipated contract is for information technology support services for which the Government intends to solicit and negotiate with only one source (SAIC), under the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c)(1). Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. The Government intends to acquire the services from SAIC since there are no other known contractors that possess the specialized knowledge of Tomahawk inventory management policies and procedures and both functional and developmental corporate knowledge in the TAIMS database. This notice of intent is not a request for competitive proposals. Numbered note 22 applies.
