Contractors may view and/or download this solicitation and all amendments from the In ternet after solicitation issuance. Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet Description of Work: The project involves construction of a specially designed aviation facility of permanent masonry and steel construction with standing seam metal roof, concrete floor, mechanical and electrical equipment. Partitions of masonry block. Supporting facilities are rigid and flexible paving for aircraft parking/tie down pads, ground support equipment, hover lanes, fuel storage/dispensing system, aircraft wash facility, exterior lighting, fire protection, and fencing. Physical security meas ures will be incorporated into design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas, berms, heavy landscaping, and bollards to prevent access when standoff distance cannot be maintained. Project also in cludes a 5-ton bridge crane, fire suppression system, and information systems. Installation of an intrusion detection system (IDS). Anti-terrorism/force protection (AT/FP) measures include facility electronic security and additional exterior lighting. S upporting facilities include utilities, electric service, illumination, access road, potable water, sanitary and storm sewers, fire protection and alarm systems, sprinkler system, transformer station, security fencing, information systems and site improvem ents. Access for persons with disabilities will be provided on the first floor only. Heat and 80-ton A/C will be provided by a self-contained system. Provide mechanical ventilation in bay areas. Options will be included in the contract. The project will be solicited and procured using a Low-Price Technically Acceptable (LPTA) Request for Proposal (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical pr oposal. Each proposal shall contain the Offerors best technical proposal and best price. Price will not be scored, but will be a factor in establishing the competitive range prior to discussions (if held) and in making the final best value determination for award. The estimated magnitude of this project is between $10,000,000.00 and $25,000,000. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Pu blic Law 100-656). This solicitation will be issued in electronic format only and will be available on or about August 24, 2005 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additio nal media (CD-ROM, floppy disk, faxes, etc) will be provided.
