Description

The Department of Navy intends to issue an Invitation for Bids (IFB) under Solicitation N62472-05-B-9310 for Submarine cable replacement between Coddington Point(CP) and Coasters Harbor Island(CHI) at Naval Station, Newport, RI. This procurement is being issued as UNRESTRICTED and is therefore subject to Federal Acquisition Regulation clause 52.219-21. It is the governments intention to award a Firm Fixed Price Contract. The project includes, Providing approximately 3150 linear feet of 350 kcmil copper, EPR insulation, three conductor, submarine cable rated 15 kV, laid on-grade beneath the water and on shore substrate, and in underground ductbank making a connecting splice at existing manhole at each end and terminating the end to existing equipment. The existing submarine cable between existing connection points shall remain and be capped in each termination manhole. The subject solicitation, when released, will contain bid Options. FAR Clause 52.217-7, Option for Increased Quantity - Separately Priced Line Item may be included in this acquisition. The contract will also include the clause titled "Evaluation of Options" (FAR 52.217-5) except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interest. Evaluation of options will not obligate the Government to exercise the option(s). The "Issue Date" and "Bid/Due Date" stated in this notice are estimated dates. The approximate solicitation release date is 22 August 2005. The North American Industry Classification System (NAICS) Code for this project is 237130 and the Small Business Size Standard is $28.5 million. The estimate price range for this project is between $250,000 and $500,000. This contract will contain Davis Bacon Wages. The Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation will be most advantageous to the Government considering only price. Per the Debt Collections Improvement Act of 1996, The Defense Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised, failure to register in the CCR makes an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing the website at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html or by referring to DFARS Subpart 204.73. In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to electronic medium. Plans and Specifications will NOT be directly provided in a paper hard copy format or CD ROM. The address for downloading this solicitation from the Internet is: www.esol.navfac.navy.mil. Downloading from the Internet is free of charge. All prospective offerors should register on the NAVFAC Electronic Solicitation Internet website (www.esol.navfac.navy.mil). You must first create an account. You may view the site without an account, but you will not be able to register for a solicitation unless you have an account. Once registered, when the Invitation for Bids(IFB) package becomes available, you will receive an e-mail informing you that the IFB package is available for downloading. An official Planholders list will be maintained on-line and can be printed from the web site. Planholders lists will not be faxed and will only be available from the web site. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet.
