- The Naval Inventory Control Point (NAVICP) intends to procure a family of items found on the exterior hull of the SSN 688 class submarines, using a qualification requirement per the provisions of FAR 9.2. The items are commonly called SHT Tiles and Fairing Strips. When the NAVICP purchases the SHT Tile or Fairing Strips, only sources that have been approved under the qualification requirements will be considered for contract award. Contractors interested in manufacturing tiles or fairing strips may request a copy of the specification and drawing package from the Contract Specialist at NAVICP: Naval Inventory Control Point Code 846.1, 5450 Carlisle Pike, PO Box 2020 Mechanicsburg, PA 17055 Ph (717) 605-2373 Email Janet.Machamer@navy.mil or from the engineering activity, Department of the Navy, Naval Surface Warfare Center, Carderock Division, Code 622, Philadelphia, PA 19112-1403. The applicable items are: Naval Sea Systems Command (NAVSEA), It! em 1) 5808278, Revision I, TILE, TYPE AD-79M Shape A; Item 2) 5808278, Revision I, TILE, TYPE AD-79M Shape B; Item 3) 5808277, Revision G, TILE, TYPE AA18, Item 4) 5808331, Revision G, Fairing Strip, TYPE AD-79M and Item 5) 5808330, Revision F, Fairing Strip, Type AA-18. Interested Sources will be required to have access to classified information and the appropriate clearances will be required. In order to obtain the required clearances or to verify possession of the appropriate clearances, you must contact the Defense Security Service (DSS) at http://www.dss.mil/contactus/index.htm. They will be able to provide information in regard the local Defense Security Service Representative for the appropriate region. Also due to the military critical technology contained in the specifications and drawings, a completed and approved DD Form 2345, entitled Military Critical Technical Data Agreement, must accompany the contractors request for documents. Certification under the JC! P establishes the eligibility of a U.S. or Canadian contractor to receive technical data governed, in the U.S., by DoD Directive 5230.25 and, in Canada, by the Technical Data Control Regulations (TDCR). The Defense Logistics Information Service at http://www.dlis.dla.mil/jcp/ is responsible for the administration and functionality of the Certification process. Once a contractor has been provided a copy of the specification and drawing package, all further actions regarding the qualification process will be between the contractor and Department of the Navy, Naval Surface Warfare Center, Carderock Division, Code 622). Any qualification for manufacture of SHT Tile and Fairing Strips will be done by the contractor and will not be accomplished under a Navy contract. The approximate time period following submission of a product for qualification testing within which the applicant will be notified whether the product passed or failed the qualification testing is currently estima! ted to be 90 days. When a product is submitted for qualification testing, the applicant must furnish any specific information that may be requested of the manufacturer before testing will begin. Once a contractor becomes qualified, The Department of the Navy, Naval Surface Warfare Center, Carderock Division, will notify NAVICP. At that point the newly qualified firm will be included on the mailing list of any SHT Tile and Fairing Strip solicitations and will be considered for possible contract award.
