Description
In accordance with FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures, the U.S. EPA requires a commercially available "off-the-shelf" Refinery Linear Programming (LP) Modeling Programs/Software to estimate and gauge motor fuels regulations impact on U.S. Refineries regarding capital investment and operations. The model shall have the capability of conducting economic optimization and planning analysis for the refining industry considering; petroleum product demands, product specifications, product pricing, etc. The model will also be used to evaluate individual refineries, refinery configuration types, and aggregate refineries that reflect capacity in Petroleum Administration Defense District (PADD) Regions. The minimum requirements for the Refining LP model are as follows: 1) current leading provider of commercial refinery LP software that is used by a large number of refining companies/consultants to economically analyze refinery operations and future refinery capital investments, 2) multi-regional refinery capability, 3) extensive updated refinery technology database that represents refinery processes with current capital costs, yields and operating costs, 4) input tables maintained in spreadsheet format, 5) integrated recursive capabilities to model complex gasoline fuels and distillation cut-points, 6) ability to model PADD regions as well as capability refinery by refinery analysis, 7) interaction blending and mixed integer modeling, 8) software user support, 9) ability to model advanced linear and non-linear modeling techniques, such as recursion and mixed integer programming used in gasoline production and distillation 10) used for evaluating refinery economics, operations and capital investments, 11) ability to evaluate/categorize crude and feedstock types and subsequent impact of refinery operations, 12) ability to alter refinery process configurations and process capacity additions due to changing product demands, 13) ability to change product specifications and demands, 14) ability to simulate refinery operations and determine optimal point of operation for maximizing profits or minimizing refinery costs. This procurement is being conducted with full and open competitive procedures under NAICS code 511210 with a size standard of $21,000,000. Award will be made using "Best Value" evaluation criteria. The solicitation will be released through the internet on EPA?s home page at www.epa.gov/oam/cinn_cmd/. The anticipated solicitation release date is approximately 10 calendar days after the electronic posting date of this notice. No hard copies of the solicitation will be provided.
