Description
Sources Sought. The U.S. Coast Guard Engineering Logistics Center (USCG ELC) is seeking qualified sources that can receipt, disassemble, inspect and overhaul Conserve Control Units, NSN 5310-99-776-6898, manufactured by Regulators Europa, Ltd, P/N?s LISTGS17-100A & 84-0A-178-P03, which are used onboard the main propulsion engine control systems on the U. S. Coast Guard (USCG) 110? WPB Class Cutters. A firm, fixed price requirements type contract consisting of a base year plus four option years is anticipated. Estimated quantities for each year will be shown in the solicitation. FOB Destination to the USCG ELC, Receiving Room, Bldg 88, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. A USCG Quality Assurance inspection at origin shall be required and shall be conducted by a USCG Quality Assurance Representative. The North American Industry Code (NAICS) for this acquisition is 811310 with a size standard of $6.0. The standard repair specification provides the requirements for the receipt, disassembly, inspection and condition/test reports, overhaul/repair, reassembly, testing preservation and packing of the USCG Conserve Control Units. All efforts shall be made in accordance with Regulators Europa specifications, standards and recommended procedures as stated in the USCG Specification. This will be a full and open competition requirement utilizing only Original Equipment Manufacturer (OEM) replacement parts in the overhaul of these Conserve Control Units. It is the Government?s belief that only the OEM and/or its authorized repair facilities can (1) obtain the necessary specifications and genuine OEM parts to accomplish repairs; and (2) can furnish the required items and ensure the proper fit, form and function of all its components. Therefore, it is the USCG?s intent to handle this procurement as a sole source with Regulators Europa or its authorized facilities/distributors. Technical data and/or drawings pertaining to Regulators Europa are not available within the Government and are proprietary to Regulators Europa. Accordingly, it is believed that this non-availability of technical data precludes the USCG ELC from obtaining competition (for parts only) as they are available form only one source. Organizations having the expertise and required capabilities to provide brand name parts are invited to submit complete information discussing such capabilities. However, other potential sources can submit information concerning its capability to overhaul the Conserve Control Units for the purpose of the USCG to determine whether to conduct a competitive procurement. Organizations having the expertise and required capabilities to provide the parts, technical representative , and perform the overhauls are invited to submit complete information discussing such capabilities by providing: (1) Data that the offered parts have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer, which includes Complete and Current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional and serviceability characteristics) or (2) Data that the required overhaul has been previously and successful provided to the government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate. The Coast Guard does not intend to pay for information solicited. Responses shall be submitted within 15 days of this announcement. Responses must be concise and specific to the requirements mentioned above. No cost or pricing information is required at this time.
