Description

USDA-ARS Grazinglands Research Laboratory announces its intent to issue a combined synopsis/solicitation for a commercial item under a contract utilizing simplified acquisition procedures in accordance with FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued, for the lease of one (1) each Carbon Hydrogen Nitrogen Sulfur Analyzer. A firm fixed-price contract consisting of a base year and two (2) one-year option periods is anticipated. Solicitation #R51-7MN1-2005 is being issued as a Request for Quotes (RFQ). The equipment will be delivered, installed and maintained at the Grazinglands Research Laboratory, 7207 West Cheyenne Street, El Reno, Oklahoma 73036. Each offeror shall include its proposed delivery schedule as part of its quotation. Acceptance and FOB point are destination. In order to be considered for award, offerors shall provide a quotation on company letterhead detailing the unit pricing; descriptive literature and brochures; references for the proposed equipment. The significant evaluation factors, in the relative order of importance, are technical capability, past performance; and price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based on overall best value to the Government. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale. The instrument will be used for elemental measurements of agricultural samples from experiments supporting the laboratory mission to provide new technology and management strategies that increase the profitability and promote the sustainability and conservation of grazing land resources. To assure no ambiguity due to sample heterogeneity and merging of data, results for macro quantities of all elements should be measured simultaneously on the combustion gas of a single sample rather than sub samples. A single analyzer must meet or exceed these minimum requirements: (1) automated simultaneous measurement of macro quantities of carbon (C), hydrogen (H), nitrogen (N), and sulfur (S) elements produced by combustion of a single sample; (2) measuring ranges (and maximum): C, 0.002 to 100% (100 mg); N, 0.004 to 100% (100 mg); H, 0.015 to 100% (15 mg); S, 0.004 to 100% (15 mg); (3) precise elemental analysis for samples weights ranging from a few mg to as much as 1500 mg or a sample volume of 1 mL. In addition, to reduce costs associated with oxygen consumption per analysis, oxygen required for combustion should be self regulated and controlled by the instrument to not exceed a combined total of 0.4 L for analysis of the four elements C, H, N and S.
