Description

The National Institute of Standards and Technology (NIST) has a requirement for research and development to generate of automated tools for software test generation with the following objectives: - To characterize the state-of-the-art in methods for the generation of so-called covering arrays. - To conduct an in-depth investigation of one particular algorithm for 2-way coverage known as In-Parameter-Order (IPO). - To implement improvements to the algorithm to enable efficient scaling to 3-way coverage, and ultimately to k-way coverage for k>3 The Request for Quotation will be issued on August 10, 2005, utilizing FAR Parts 13, Simplified Acquisition Procedures. The NAICS code is 541710; the size standard is 500 employees. This procurement is unrestricted. The Government anticipates the award of a fixed-price purchase order on or about September 16, 2005. The competitive solicitation, any amendments, and questions and answers related to this procurement must be accessed through the Internet at http://www.fedbizopps.gov. To be considered for award of a purchase order, interested parties must respond to the solicitation by the required due date and time. To be eligible for award, vendors submitting quotations must be registered with the Central Contractor Registry: www.ccr.gov and must have completed all representations and certifications found at http://orca.bpn.gov.
