Description
The National Oceanic and Atmospheric Administration (NOAA) Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with the University of California at Berkley to provide services for the extraction and amplification of DNA from 2750 West Indies and 783 Gulf of Maine Humpback whale skin samples. This project is a continuation of field work conducted between the summer of 2003 to the winter of 2005. The North Atlantic Industry Classification System code is 541690. The small business size standard is 500 employees. The Contractor shall provide all labor, equipment, reagents and other supplies necessary to extract and properly preserve DNA from all samples; Delivery of extracted DNA samples to an appropriate NMFS approved storage location on a mutually agreed upon date; A brief progress report due six months into the period of performance describing extraction success to that point in time; and a final report detailing DNA yields from each sample and establishing a disposition date for all samples. Due to the fact that microsatellite markers have been developed for the particular species and that NMFS has a need to conduct comparative studies using the data from the existing markers, the same suite of markers must be used in multiple studies to maintain the integrity of the data. The Berkeley lab is the only known existing source of these markers in the world. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to conduct the DNA extraction and amplification by August 17, 2005. No other information will be provided. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
