Description

NOAA, NMFS, Pacific Islands Fisheries Science Center requires quantitative analysis of digital imagery (video and still camera) recorded during 120 towed-diver benthis surveys in the Northwestern Hawaiian Islands. Work to include: quantitative analysis of the backlog of digital imagery, use of Coral Point Count software with Excel Extensions and follow the written analytical protocols developed by coral reef assessment specialist, produce final product in the form of an Excel file, etc. Period of performance 09/15/2005-09/15/2006. NOAA intends to award this purchase order on a sole source basis to Casey B Wilkinson. Mr. Wilkinson has previously worked with NOAA Pacific Islands Fisheries Center for over 2 years on similar quantitative analysis of digital imagery from benthic towed-diver surveys. He has also been personally trained by the coral reef assessment specialist as well as sustaining a high degree of precision and efficiency while analyzing data with minimal interaction or feedback from the specialist. Therefore it is in the government?s opinion that Casey B Wilkinson is the only source who possesses this unique combination of abilities, experience and expertise which is required to complete this project in the timeframe proposed. All responsible parties may submit a bid or proposal to this office. This is a Simplified Acquisition estimated not to exceed the Simplified Acquisition Threshold.
