Description

NOAA, NMFS, Pacific Island Fisheries Science Center requires testing mackerel bail for reducing bycatch of loggerhead sea turtles in the Spanish longline fishery for swordfish. Work to include: conduct sea trials of mackerel as a substitute for the squid bait commonly used by the Spanish longline fishery in the Alboran Sea and the adjacent Atlantic and Mediterranean waters, collect and report the number of each type of bait used on each set and the catch of target fish species and sea turtles by each type of bait, etc. Period of performance 09/01/2005-12/31/2006. NOAA intends to award this purchase on a sole source basis to Sociedad Espanola de Cetaceos, (The Spanish Cetacean Society, SEC) Madrid, Spain, Mr. Ricardo Sagarminaga Van Buiten. The SEC, by appointment of the European Commission, is responsible for the development of the Conservation Plan proposals for loggerhead turtles in European waters. As such only SEC can integrate the contracted testing with its synergistic efforts to document oceanographic influences on the seasonality of turtle bycatch, to tag turtles to learn about capture effects and to conduct outreach activities on the release of sea turtles and on the collection and disposal of fishing waste. Therefore it is in the government?s opinion that The Spanish Cetacean Society, SEC is the only source who possesses this unique combination of abilities, experience and expertise which is required to complete this project in the timeframe proposed. All responsible parties may submit a bid or proposal to this office. This is a Simplified Acquisition estimated not to exceed the Simplified Acquisition Threshold
