Description

NOAA, NMFS, Southwest Fisheries Science has a requirement for an investigation into possible adverse impacts of the tuna fishery on ETP dolphin populations for the International Dolphin Conservation Program. Work to include: data collected from 4 captive dolphin calves to be analyzed, provide a final report suitable for peer reviewed publication, include recommendations for chase speeds, etc. Period of performance 09/01/2005-09/30/2006. NOAA intends to award this purchase order to Dr. Shawn Noren, Research Associate, Institute of Marine Science. Dr. Noren is currently collaborating with an appropriate facility (Dolphin Quest, HA) on similar research involving the required animal types, using the required data collection and analysis protocols. Dr. Noren has the appropriate professional background in marine mammal energetics and physiological development. Therefore it is in the government?s opinion that Dr. Noren is the only source which possesses this unique combination of abilities, experience and expertise which is required to complete this project in the timeframe proposed. All responsible parties may submit a bid or proposal to this office. This is a Simplified Acquisition estimated not to exceed the Simplified Acquisition Threshold.
