Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED, AND PROPOSALS ARE NOT BEING REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA), intends to negotiate on a noncompetitive basis with Susan L. David, 9127 Kirkdale Road, Bethesda, Maryland 20892, to provide services to explore NIDA related research dissemination to enhance communication among the following NIDA research networks: National Drug Abuse Treatment Clinical Trails Network (CTN), Criminal Justice Drug Abuse Treatment Studies (CJ-DATS), CSAT?s, Addicition Technology Transfer Centers (ATTCs) and Community Epidemiology Work Group (CEWG). The emerging of the data from these networks shall inform the activities of the networks to stimulate new research opportunities. The Statement of Work for this requirement is as follows: Contractor Requirements: Independently, not as an agent of the Government, the contractor shall furnish the necessary material and equipment not otherwise provided by the government under the terms of the contract. Specifically the contractor shall perform the following tasks: Task 1. Provide consultation and coordination of agenda and brainstorming for a meeting of key stakeholders representing the networks. Tasks will include facilitating, note taking, developing report on outcomes, and planning for implementing next steps. Convene the key personnel at NIDA and CSAT for each of the networks to brainstorm questions. Task 2. Work with NIDA Meetings Logistic Project Officer to coordinate logistics for Local Network Representatives Meeting. This will include facilitating, note taking, report development, and development strategy for model dissemination efforts. Convene two (2) to three(3) people from each network to explore questions, each representative shall present a brief overview to the group on how they are conducting these activities with following discussions; identify strategies that can be shared across networks, suggested mechanisms for making that happen, benefits for participation and discussion of the disadvantages. Task 3. The contractor shall provide consultation and advice with representatives and NIDA staff on the development of a model communication effort. Assist with incorporating plans for dissemination through already scheduled meetings and conferences and outreach activities. After Task 1 brainstorming activities, a model shall be identified for communication across the Networks. This model will be used as a research model to provide the opportunity to work on a specific activity, rather than a theoretical one. Developing the model shall require some of the following issues: New materials, communication vehicles and conferences using existing and future meetings. Task 4. The contractor shall evaluate the model and lessons learned, write an assessment of model dissemination and work the internal staff to assist in their consideration of continuing the cross-network dissemination process, provide consultation on convening an internal NIDA group to assess the outcomes of Tasks 1-3 and whether these collaborations should continue. Task 5. Based on the outcomes of previous tasks, the contractor shall advise and consult on the planning for future steps of this NIDA priority; and based on response to task 4, identify other future cross-network actions. Deliverables: The contractor shall provide at least one monthly report on the progress of each task to the NIDA Project Officer, by telephone conference call, face-to-face meetings and/or written form. Reports and meeting summaries will have deadlines established for each task and Contractor will provide hard copy and electronic copies to the NIDA Project Officer within the established deadlines. All work under this services contract shall be monitored by the NIDA Project Officer. The period of performance is for nine (9) months from the date of award of the contract. The contractor must be available to begin the performance of this project, immediately after the award of the contract. Schedules of payment: Payments including travel expenses will be made monthly, subject to approval and certification by the NIDA Project Officer. Ms. David has a Master Degree on Public Health from an accredited University, she initially performed the early stages of this project before her retirement from NIDA, she has an extensive experience of over 30 years in the public health, substance abuse, multi-level collaborations and direct contacts with the research community. Ms David has the knowledge up-to-date on the initiatives and the progress of this project, she also had performed other NIDA and Federal government projects on drug abuse and treatment. The sole source determination is based upon previous experience, knowledge and past performance of the current and on similar projects. An award to any other source would affect the NIDA?s on going project and would not provide cost savings to the Government. The North American Industry Classification System (NAICS) is 541690, Size Standard $6.0 million is applicable to this requirement. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirement is not applicable to simplified acquisition. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements and submit a statement of interest which shall include: a cost proposal, other direct costs; Curriculum Vitae of the person assigned to perform this project, at least three (3) references documenting similar past performance experience, technical approach of how the work will be performed, experience working with NIDA, NIH, and other Government agencies. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
