Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate an award of a purchase order on a noncompetitive basis to Texas University Health Science Center, Department of Cellular & Structural Biology, 7703 Floyd Curl Drive, San Antonio, Texas 78229, to collaborate between the Laboratory of Experimental Gerontology (LEG), National Institute on Aging (NIA) on an on-going project to assist in the ?Assessment of Primate Aging: Effects of Caloric Modification.? The project requires significant knowledge and experience in pathological analyses of aging monkey tissue. In addition, the means for processing and archiving the tissue sent to the contractor must be manifested. The Contractor or his colleagues with similar expertise at the Barshop Center of Texas University Health Science Center shall provide pathological consultation, preparation, analysis, and archiving of monkey tissue sent to them. The Statement of Work is as follows: Contractor Requirements: Independently, and not as an agent of the Government, the Contractor shall furnish the materials, equipment, and facilities not otherwise provided by the Government under the terms of the contract. Specifically, the contractor shall receive directions from project scientists regarding the histological processing of tissues. They will establish and advise NIA scientists regarding the methods of pathological analysis of the tissue being provided. The Contractor is responsible for establishing, maintaining a method for archiving, and storing of tissue consistent with specific needs for the long-term use and viability of the tissue. By the directions of the Project Officer, the Contractor is responsible for histopathological analyses, storing the frozen tissues/slides/paraffin blocks/fixed tissues, and providing tissues and slides to investigators upon request. The Contractor will be responsible for providing the storage space (200-250 square feet) for the ultra-low freezers, paraffin blocks and stained slides, formalin fixed tissues, and laboratory space for a technical staff member who is responsible for record keeping of the samples. The contractor shall also provide the office/laboratory space for the pathologists and the pathological analysis and the equipment required for the pathological analysis, e.g., the AX-70 research microscope with Spot digital camera and image analysis work station. The Contractor shall also provide secretarial support and management of the budget. Reports and Deliverables: The contractor shall provide a written report on the analysis along with the quantitative analysis rating the severity of the pathology observed in the tissue samples. The Contractor is required to maintain a computerized record of the findings as well as the archive of the tissues that they have received and make the records and archive available to project scientists. The Contractor is also responsible for providing space for freezer to store frozen tissue and cabinets to store fixed tissue, paraffin embedded blocks, and histology slides. The product will include written reports and spreadsheets depicting an outcome of the analyses as well as a written report describing the results. The end product of all requests will be clearly defined and a timeline for completion agreed upon between the Contractor and project scientists. The contractor shall respond to ALL project scientists in relation to this project upon request to provide tissue and slides. Government Requirements: 1. The LEG, NIA is responsible for gross necropsy, processing tissues for histology and making paraffin embedded blocks and stained histology slides. 2. Shipping the histology slides, paraffin blocks, frozen samples, formalin fixed tissues, and two ultra-low freezers to the Pathology Core/UTHSCSA, and NMPU/LEG will cover shipping cost. 3. Provide additional ultra-low freezers as they are required to store frozen tissues in the future and the cost of repairing the ultra-low freezers. 4. The cost of shipping the frozen tissues to outside investigators who have been approved by NMPU/LEG to receive frozen tissues. 5. Purchase supplies, e.g., slide boxes, storage boxes for paraffin blocks, storage cabinets, as well as computer and office supplies for data management. Four steel storage cabinets slide boxes, paraffin blocks storage boxes, and computer and office supplies are requested. NMPU/LEG will ship these supplies to the Pathology Core and cover shipping costs. 6. Purchase the computer that will be used to store the histopathological data including the graphic data of histopathology, clinical data of individual animal, and inventory of paraffin blocks and histopathology slides. This computer will be connected to the network system, which will allow the pathologists and technical staff to communicate with the investigators at NMPU/LEG through E-mail, and connect to the mainframe computer of the UTHSCSA. Period of Performance: The period of performance is from September 2, 2005 through August 31, 2006. The sole source award to Texas University Health Science Center is contemplated based upon the fact that it requires expertise in the histological preparation and pathological analysis of tissue from aging rhesus monkeys and squirrel monkeys as well as the archiving of such tissue. This study is in support of on going protocol # 162-DK1-MK. It is to the Government?s best interest not to change the Contractor at this time so that the integrity of the research will not be jeopardized. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures. It is noted that FAR Part 6, Competition Requirements, is not applicable to simplified acquisitions. The North American Industry Classification System (NAICS) applicable to this requirement is 541710 and Size Standard is 500 employees. Interested parties are requested to review the Statement of Work and submit a statement of interest, including: (1) an itemized price list of the services being requested; (2) at least three (3) references documenting similar past performance experience; and (3) a technical approach of how the work will be performed. The proposals will be evaluated on the Offeror?s price, successful past performance experience on similar projects, and their technical approach. The interested parties? statement of interest is due on August 24, 2005 by 12:00 P.M. The proposal must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNS), the Taxpayer Identification Number (TIN) and the Offeror?s business size. The Offeror must also register in the Government?s Contractor Registry System. Note: www.ccr.gov . Proposals will be evaluated in strict conformity with the evaluation criteria herein and in conformance with the Offeror?s proposal as it relates to the Government?s requirements. A final best-buy analysis will be performed taking into consideration the results of the technical evaluation, cost analysis, and ability to complete the work within the Government's required schedule. The Government reserves the right to issue an order to the best advantage of the Government, technical merit, cost, and other factors considered. All responsible sources may submit a proposal which if timely received shall be considered by the agency. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The statement of interest referencing synopsis number NHLBI-PS-2005-148-DDC, must be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter.
