Description
The Department of Veterans Affairs, VISN 18, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with Joint Commission Resources for Continuous Survey Readiness Services (CSR) toward meeting JCAHO certification criteria. NAICS 611430 applies. This process is designed to improve the quality of care, reduce expense for compliance with JCAHO standards, reduce stress associated with the preparation for the triennial JCAHO survey, and allow each VISN 18 facility to be in a continuous state of readiness for surveys. With the implementation of Joint Commission?s Conflict of Interest Policy, beginning in 2004, access to first hand information will only be available directly from Joint Commission/Joint Commission Resources (JC/JCR); not surveyors who can also work as consultants. The CSR Representatives participate in the annual JC/JCR training and shall provide first person consultation on Shared Vision-New Pathways, the new accreditation methodology. The JCR/CSR web page provides the latest news, resources and best practices, including a self-assessment/scoring tool. A 15% discount on JC publications and discounts on JC educational seminars, liaison with JC and JCR departments to expedite problem resolution, assess to services, standards clarification, and survey coordination are included. Period of performance shall be one year from date of award. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 2:00 pm., August 19, 2005.
