Description
Combined Synopsis/Solicitation for Mobile Radiation Measurement & Detection System. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information incl uded in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W912L1-05-T-5052 is issued as a Request for Quote (RFQ) which incorporates provisions and clauses in effect through Federal Acquisition Circular 14, effective as of 06/23/03. This is an unrestricted acquisition with an associated North American Industry Classification System (NAICS) Code is 334519, the Small Business size Standard of 500. The Small Business Competitiveness Demonstration Program is not applicable. Description of requirements for a Mobile Radiation Measurement & Detection System is as follows: SPECS Modifications are highlighted in RED Required Features: " The system can gather data and update the map while rapidly traversing the area in a vehicle or aircraft " Mobile radiation detection and automatic mapping solution must be easy to operate and employ " It must provide a redundant, automatic replacement of current manual methods employed by the soldiers, utilizing similar detection equipment " GPS Capable (6 channel) " Temp Range 0oC to 50oC " Natural Background Rejection technology (differentiate between natural and artificial radiation) " Plastic Scintillation Tube " Detection tube/tubes must be co-located within the system and not separate (for storage) Required Detection: " 5 Liter Volume Scintillation detector " Scintillation Detection  1 nSv/h to 20uSv/h (0.1 uR/h  mR/h) 50 keV energry threshold 20,000 cps/uSv/h to 137 Cs sensitivity and able to detect 2 nSv/h (0.2 uR/h) increase above background " Proportional Detection  10 nSv/h to 1 Sv/h (1uR/h to 10 R/h) measurement range, 36 keV to 1.3 Mev energy response " Neutron Detection  10 cps/uS/h for 252 Cf sensitivity " Detection Channels  2 Gamma or 1 Gamma and 1 Neutron " Must have probe interoperability, i.e. able to connect alpha, beta, gamma, underwater medium dose rate external probes to system for GIS tracking. Required Power/Use/Training: " It must be light (approx total, combined weight 15.0 Kg) and usable while mobile or in an aircraft " It must have own power source facilitate employment in a truck, aircraft, or on a Gator with up to 8 hours of power " It must be rugged, easy to set-up, easily moved and operate by a user. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered.
