1.0 STATEMENT OF WORK 1.1 Introduction This statement of work outlines the required Commercial-Off-The-Shelf (COTS) Commercial Force Tracking (CFT) systems that are urgently needed to protect the Iraqi Tier 1 officials and their personnel security detachments within Iraq. 1.2 Background Coalition forces provide protection to Iraqi Tier 1 principals, their immediate family members, and members of their Protective Services Details (PSD) from the risk of taking a wrong route which might been placed with explosives or been ambushed. DoD PSDs provide CFT capability to Iraqi Tier 1 officials. Per order of the Secretary of Defense, MNFI will transition from DoD PSDs to Iraqi PSDs NLT 31 Aug. There is an urgent need to provide this capability be acquired to Iraqi PSDs in order to track their movements in Iraq. 1.3 Purpose This Statement of Work (SOW) describes the CFT systems required to provide protection by friendly tracking during the road movement of five (5) Iraqi Tier 1 principals, their immediate family members, and their PSDs. 1.3.1 Specific scope The following constitutes specific aspects of the CFT capabilities for meeting the requirements that are unique to this SOW. a. The CFT system must be a non-US Government product and must be authorized for sale to the Iraqi government. b. The system must be programmable using a windows based laptop. c. Each CFT must acts as an independent repeater. d. The system must have its own secure satellite link, completely independent from any Government secure computer nets. e. The system must have the ability to ?push? data to designate Iraqi Tactical Operations Center. f. The system must have the ability for CADRG and GARMIN maps, to modify them, and view changes. g. The system must be all weather, always-on, near-real time picture of the situation to answers the questions ? Where am I? And where are my friends? h. The system must have a quarterly maintenance support capability. 1.3.2 Administrative Instructions a. The period of performance for maintenance support is 1 September 2005 ? 31 August 2006. b. The contract also includes an annual satellite usage fees to support the CFT during the period of maintenance support. c. An installation survey for a maximum of 7 days may precede the initiation of the procurement operations. Rapid setup and attainment of operational capability within 7 days notice is imperative. 1.4 Requirements a. Eighteen (18) for the PSD vehicles, Six (5 +1 extra) for the Tier 1 Principal vehicles, and two (2) for the Command and Control center. b. The total CFT systems require is 26.
