Description
This is a combined synopsis/solicitation for a developmental item prepared in accordance with the format prescribed in the Federal Acquisition Regulation (FAR) Subpart 6.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Air Warfare Center - Aircraft Division (NAWCAD), Patuxent River MD 4.5 Department has a COMPETITIVE requirement to acquire one radome and radome mounting structure to be used with an AIS-2000 system, all appropriate structural drawings, and a Finite Element Analysis (FEA) to be used by NWACAD and/or support contractor to perform overall air certification analysis. A C-130 will be the host platform for the radome and AIS-2000 system. Vendors may propose a radome originally designed for a different platform if they feel that design would meet the C-130 application requirements. The radome must be qualified to the environmental specifications contained in R39220001, EC-130J (Commando Solo) Environmental Requirements Summary (electronic copies available to vendors upon request). Delivery of the radome should not exceed 10 weeks after contract award. The NAWCAD also requests an option to buy a one-year warranty extension, and an option for an existing Ku Band radome (off-the-shelf) that could be loaned to the Navy for ongoing AIS-2000 testing purposes only at NAWCAD. The loaned asset would be returned to vendor upon receipt of the radome solicited above, or completion of the testing, whichever occurs first. The applicable North American Industry Classification System (NAICS) Code is 334220 and the small business size standard is 750 employees. NAWCAD anticipates a Firm Fixed Price (FFP) contract for this procurement. Technical capability of the item offered to meet the Government requirement and Price will be considered equal evaluation factors. All changes to the solicitation shall be sent electronically to Federal Business Opportunities as amendments.
