Description
NAICS Code: 541519 The U.S. Environmental Protection Agency (U.S. EPA) intends award a sole source, fixed price purchase order to Science Applications International Corporation (SAIC Inc.) for the preservation of EPA'S EPAYS historical information. EPAYS was EPA's Personnel/Payroll System from February 1984 to October 2004. In October 2004, a new COTS-based system, PeoplePlus, replaced EPAYS as EPA's payroll/personnel production system. All payroll and personnel transactions processed during the year from October 2003 though October 2004 has been loaded into the new system. However, there is no vehicle to transfer older historical payroll and personnel information from the EPAYS file system to the new payroll/personnel system. SAIC's specialized contractor support is needed for the following services: 1) Convert historical information form the EPAYS Master File into the XML files in order to keep the data available for future use by other EPA payroll and personnel applications. 2) Continue hotline support for EPAYS-related issues, including printing retirement cards from the EPAYS Master File, generation of ad-hoc reports with the EPAYS historical information, and resolving matters with past EPAYS transactions as requested by EPA Payroll or Personnel Office or the TOPO/ATOP's. 3) Recreate EPA retirement flat files prepared by OPM according to the latest file layout and updated requirements submitted by OPM. The current SAIC assigned personnel have worked on EPA's application for several years and therefore have a thorough and in-depth understanding, as well as, a historical knowledge of EPAYS and its support systems. Historically, newly assigned (but experienced) SAIC developers have taken several months to learn the functionality, programming, and structure of EPAYS and its support systems. Allowing a new contractor to commence efforts for this requirement would jeopardize EPA's progress with the President's Management Agenda initiatives mandated by the Office of Personnel Management and, overall, would not be in EPA's best interest. In accordance with 41 U.S.C. 235(c)(2) and FAR 6.302-1, there is only one responsible source that can perform the required services. The period of performance is expected to be from August 2005 - September 2006. The award to SAIC Inc. is not expected to exceed the amount of $35,000.00. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. However, any firm who believes they can provide the required services may submit a response, which if received 10 calendar days of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
