- NASA/GSFC has a requirement for performing an Extended Phase A Study for the Sample Acquisition at Mars (SAM) Instrument Suite. NASA/GSFC intends to purchase the items from University of Michigan Space Physicss Research Laboratory (SPRL) in accordance with the requirements of FAR 13.106, for the acquisition of supplies and serives determined to be reasonably available from only one source. The SAM Suite Investigation will cast a wide analytical net to capture chemical indicators of the habitability of Mars. SAM will Find the Carbon by carefully examining the abundance, structure, and chemical state of carbon-bearing compounds, revealing their likely source and transformational processes. SAM will Follow the Water by analyzing key light elements as well as rock-forming elements and minerals that trace aqueous and geological processes. SAM will Interrogate the Isotopes, in organics, light elements, and noble gases, to explore atmospheric evolution and its relationship to past climate and changes in habitability. The scope of work is based on the SPRL extending the Phase A study for the SAM electronics. During this Extended Phase A Study, SPRL will update the electronics requirements and implementation concept based on MSL?s changes to the SAM accommodation concept. These changes include the following: * changing the physical layout of the SAM electronics to reflect new rover volume constraints * optimizing the system architecture to reduce mass as directed by the MSL Project * updating the design requirements to reflect the rover?s new thermal constraints * develop a new CPU concept to reflect the reduced volume, mass, and power constraints Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
