- NCD is an independent federal agency established to review and report on national disability policy, programs, practices and procedures. NCD's National Disability Policy: A Progress Report is required by Section 401 (b)(1) of the Rehabilitation Act of 1973, as amended. The report typically uses, as benchmarks, the recommendations for change made by disability leaders from throughout the country and captured in the 1996 NCD document Achieving Independence. Those recommendations--elaborated upon in the ensuing annual Progress Reports--reflect a wide array of public policy areas designed to advance inclusion, empowerment, and independence of people with disabilities of all ages from diverse backgrounds consistent with the vision of the Americans with Disabilities Act of 1990 (ADA). The expected report will cover the period December 2004 through December 2005. It will review federal policy activities by major issue areas, note progress where it has occurred and make further recommendations where necessary. The recommendations apply to the executive and legislative branches of the Federal Government. In addition, the expected report will follow-up on, and will update, the recommendations for change offered by NCD in its National Disability Policy: A Progress Report to be published in the fall of 2005 The contractor will prepare one (1) document for the NCD. The outline and format of the document will closely follow the convention of those from previous years. The major change in the report will be the addition of content regarding status of recommendations made by NCD in its previous Progress Report. The contractor will work directly with Martin Gould, NCD Director of Research and Technology, to: (a) articulate the [re]design of the report, (b) interact with NCD Board Members and staff members, as necessary, and (c) interact with other government agencies and staff, as necessary. The estimated contract period is 8 months. NCD will distribute its National Disability Policy Request for Proposals (RFP) to interested parties on August 26, 2005. NCD will expect interested parties to submit their responses by September 26, 2005. Copies of the RFP may be requested by mail or picked up at NCD on or after the issue date of August 26, 2005.
