- Sources Sought Notice. Air Combat Command Contracting Squadron, Langley AFB VA, is in the process of determining the acquisition strategy to obtain non-personal services to provide requirements analysis, exercise planning and support, documentation support, and expert advice to Headquarters Air Combat Command’s (ACC) Directorate of Requirements, Defense Acquisition Programs Division (HQ ACC/DR-DAP) for the Airborne Laser (ABL) Program. Draft Statement of Work (SOW) is attached with this notice. The period of performance will cover a base period of approximately 12 months from an estimated award date on or about 22 Feb 05, and four, one-year options. The estimated performance start date is on or about 14 Mar 05. This acquisition will be issued as a Request For Proposal (RFP) on or about 19 Jan 05. The estimated proposal due date will be on or about 2 Feb 05. Interested parties should review the draft SOW and provide any comments via e-mail to this office. The Air Force will consider and respond to all inputs received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies will not be made available. The applicable North American Industry Classification System (NAICS) is 541614. The government seeks industry input to determine if this acquisition should be a total set-aside to small businesses under the auspice of the Federal Acquisition Regulation (FAR) Part 19. Interested small businesses who are certified and qualified as a small business concern in NAICS 541614 are encouraged to respond and submit their notification to this office NLT COB on 26 Dec 04. Responding small business will be required to submit a capabilities package outlining their capabilities in key areas as determined by the government and relevant to the performance of this requirements (see letter attached to this notice).
