Description
In accordance with Simplified Acquisition procedures, The National Cancer Institute (NCI), Radiation Oncology Branch (ROB), plans to procure on a sole source basis, radioisotope Actinium 225 from Actinium Pharmaceuticals, 25-B Hanover Road, Florham Park, New Jersey 07932. The North American Industry Classification System code is 325413 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This requirement has been set aside for small businesses. The radiation oncology branch has been working with radiochemicals and isotopes in ongoing projects and collaborations for the clinic, laboratory and NIH community for several years. One of the isotopes used is the Actinium 225 (Ac-225). This isotope is used to generate the therapeutic isotope, Bi-213. The isotopes are under exclusive control of Actinium Pharmaceuticals via a contract with the Department of Energy. This contract gives exclusive rights to Actinium Pharmaceuticals to market and supply Ac-225. Actinium Pharmaceuticals is the only source known to the NCI that produces the Ac-225 and can provided the material needed to continue ongoing experiments to retain continuity of data. Changing variables at this time will interrupt correct interpretation of experiment in progress. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners, it may submit a statement of capabilities. The statement of capabilities and any other information must be in writing and must contain sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT on August 22, 2005. All questions must be in writing and can be faxed to (301) 402-4513 or sent via electron mail to holdcram@exchange.nih.gov. It is the vendors? responsibility to call 301-402-4509 to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
