Description
The 412th Test Wing (TW), Edwards Air Force Base, CA is seeking potential sources capable of providing and installing an ORBIT FR8205B Pulse Modulator Unit in support of tests in the Benefield Anechoic Facility (BAF). The system must be capable of working with the 8510/8530 or PNA as part of the Electronic Warfare Test Capability (EWTC). In order to achieve required measurement of antenna patterns through testing, the 412 TW/EW has a requirement for the following (4) commercial items that comprise the complete integrated Pulse Modulator Unit and installation: 1) Part Number: FR8205B, Pulse Modulator Unit, 0.1-2 GHz; 2). Part Number FR8205B-Split, Separate transmit and receive rack mount enclosures; 3). Part Number: Aligent 81104A, Timing Generator; 4). Option: Part Number: 959Spectrum-13, Installation of pulse modulator system. Again, the FR8205B must be compatible to the 8510/8530 or PNA and must be able to supply these CLINs/parts as a whole. The Pulse Modulator Unit must conform to all industry standards (foreign and domestic) and military Modulator Standards in place at this time. Conformance with both domestic and foreign standards will provide the Electronic Warfare Directorate with the capability to meet both domestic and foreign customer requirements. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the Pulse Modulator Unit detailed in the four (4) commercial items listed above. Firms responding to this synopsis must identify their company?s capabilities to provide the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 334210. The Small Business size standard is 500 employees. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in September 2005.
