Description
NOTICE OF CONTRACT ACTION (NOCA) This is a competitive acquisition under FAR Part 12 ?Commercial ?.This announcement constitutes a notice to all potential offerors that, on or about 19 August 2005, 412 TW anticipates the release on the FedBizOps website (http://www.fedbizopps.gov) a Request for Proposal FA9302-05-R-0005 for the Kineto Tracking Mount Refurbishment Project. The Government plans to award a Firm Fixed Price / Time and Materials contract for a base period and two option periods. Potential contractors are required to have the knowledge and capability to perform the refurbishment of four Kineto Tracking Mount (KTM) systems. Currently, the Kineto Tracking Mount Program has a need for refurbishment of the KTM systems, which are in various configurations. Contractor tasks include, but are not limited to the removal and transportation of KTM systems, refurbishment of Government furnished KTM systems; testing integrated systems and providing on-site technical support, training on the operations and maintenance of the systems and components, and provide documentation associated with the system. It is anticipated the period of performance of the resultant contract will be a basic period (two units) with two option periods (one unit per option). This is based on the most current information available to date. Updated information will be posted electronically on FedBizOps if and when it becomes available. The North American Industry Classification System (NAICS) code is 811219, Other Electronic and Precision Equipment Repair and Maintenance as a commercial activity, with a size standard of $6,000,000. Offerors will be provided 21 days to respond to the RFP once it is released. A site visit date and time will also be stated within the RFP so that potential offerors could view the units to accurately develop their proposal. Any Questions and Answers will be posted to this listing to ensure all potential offerors are receiving adequate and equal information. Telephone requests for the RFP will not be accepted. RFP requests will be accepted through the Contracting Office via e-mail or mail carrier. Firms responding to this request shall indicate whether they are a large business, small business, very small business, small-disadvantaged business, 8(a) concern, women-owned business, HUBZone small business, veteran- owned small business, or service-disabled veteran-owned small business. Respondents must specify whether they are a U.S. or foreign-owned firm. Interested contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting System. Interested contractors should ensure any potential organizational conflicts of interest have been, or are in the process of being, mitigated to the satisfaction of the Contracting Officer. We anticipate award of a contract to the successful offeror not later than 28 September 2005. The criteria for selection of award shall be based on (1) General - Provide work performance history as it relates to similar or like service to the Kineto Tracking Mount (KTM) Refurbishment Project (within the past three years), (2) Project Management - Meeting established schedules and comply with the terms and conditions of the contract, and (3) Overall Performance - Overall performance over past contracts. This NOCA does not constitute a Request for Proposal, and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
