Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Proposal (RFP) No. FA7012-05-T-0054. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03. This is a small business set-aside. The North American Industry Classification System code is 334210 (formerly SIC code 3661) at 1,000 employees size standard. ?Notice to Offerors: The Government reserves the right to cancel this solicitation, either before or after the closing date. If requirement is partially funded, it will be ?partially? awarded.? The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous (best value) to the Government. LINE ITEMS. 0001 Furnish and install Communication Consoles having the capabilities listed in the Technical Specifications. The consoles shall be installed at two separate locations. QTY: 3/EA, UNIT PRICE: $_________, EXTENDED PRICE: $_________. 0002 Furnish and install workstation furniture and equipment for location one (primary) adhering to the specifications listed in paragraph 11 of Technical Specifications. QTY: 2/EA, UNIT PRICE: $_________, EXTENDED PRICE: $__________. INSPECTON AND ACCEPTANCE TERMS. Supplies/services will be inspected by Quality Assurance personnel and accepted at job site. TECHNICAL SPECIFICATIONS The contractor shall provide all personnel, equipment, tools, materials, supervision and any other items and services necessary to furnish and install three (3) communications consoles and two (2) workstations. The Government requires an upgraded phone/communications system with the following capabilities: 1. Electronic phone with 5 hotlines and at least 100 speed dial capabilities. 2. Electronic phone directory that can hold at least 700 phone numbers 3. Primary alert (crash) net capability. The ability to press one hotline button and connect at least 4 other members into a conference call. 4. Secondary alert (crash) net capability. The ability to press one hotline button and connect up to 35 persons in a conference call 5. The ability to conference call at least 20 persons. 6. The ability to make recorded notifications. Having the same capabilities as a mass communicator, with at least 40 outgoing lines. 7. The ability to conference call a phone line to VHF or UHF radio 8. The ability to conference call a phone line to the LMR (Land Mobile Radio) 9. The ability to conference call a LMR to VHF or UHF radio 10. To have our current phone line recorder integrated into the new system with the ability to record all phone lines, LMR, VHF and UHF radios. 11. Provide two (2) workstations furniture and equipment in location one (primary) that will have the following capabilities: a. Have four articulating arms that can hold three 17-inch flat panel monitors to be provided by the government and one that will hold the monitor for the phone system to be provided by the contractor. b. Have space off the desktop surface for three (3) Midtower PCs; two (2) of which will be provided by the government, and one (1) by the contractor. One of these PCs must be separated by at least three (3) feet from any other PC due to its intended use. c. Have of the desktop workspace room to hold nine, 1-inch binders and 4 additional phones. d. Shared by the two (2) workstations will be 2 printers and 1 fax machine. These will be placed as to not interfere with the desktop workspace and will be centrally located to both workstations. e. Have four (4) speakers with individual volume control that can also be turned off. The speakers? on/off button will be lighted to give a visual indication of whether it is on or off. The speakers will be able to select between LMR, UHF, VHF, and TACSAT phone lines. f. Have at least two (2) handsets that will be able to monitor separate events or be able to both monitor the same call. g. Have a hands-free headset with push to talk feature. The headset will also have the capability to override the push to talk feature and work in a normal duplex phone mode FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items and 52.212-3, Offerors Representation and Certifications-Commercial Items are hereby incorporated. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follow: 52.237-1, 52.252-1, 52.252-5: (b) DFARS (Chapter 2), 252.212-7000 and 252.225-7000. ***Addendum to 52.212-3 Offerors Representation and Certifications ? Commercial Items. ?Offeror must include, with its offer, a completed copy of provision FAR 52.212-3 in full text.? FAR CLAUSES: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. FAR Clause 52.212-5 (DEV), Contract Terms and Conditions Required to Implement Status of Executive Orders-Commercial Items applies to this acquisition, specifically, the following cited clauses: 52.203-3, 52.203-6 Alt I, 52.209-6, 52.219-8, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222.36, 52.222-37, 52.225-1, 52.225-3, 52.225-5, 52.232-33. The following FAR and DFARS clauses also apply: 52.233-3, 52.233-4, 52.242-13, 52.247-34, 52.253-1, 252.204-7003, 252.204-7004 Alt A, 252.209-7001, 252.209-7004, 252.225-7012, 252.225-7016, 252.232-7003, 252.243-7002, 252.247-7023, 252.247-7023 Alt III. AFFARS CLAUSES: 5352.242-9000. **A site visit will be held on 17 Aug 2005 at 10:00 A.M. EST. All interested parties are encouraged to attend the site visit. To gain access to Bolling Air Force Base, interested parties are required to submit a request via email or fax, not later than 6:00 P.M. on Aug 16, 2005. Request shall be made on company letter and must contain the names of individuals attending (limited to 3 per company), and each individual?s social security number. On the day of the site visit, contractors must have on their person, a valid drivers license, current proof of insurance for the vehicle and current vehicle registration, in order to obtain base access. Requests shall be addressed to the point of contact listed below. All responses must be received no later than 11:00 A.M. EST on 22 Aug 05 to 11 CON/LGCO, 110 Luke Ave, Bldg 5681, Bolling AFB, DC 20032 by mail, facsimile or email. An official authorized to bind your company shall sign the offer.
