Description
This is a re-solocitation. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. (ii) This Request for Quotation (RFQ) number is WC1SH5195J251. (iii) This RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-21. (iv) This acquisition is open for full and open competition and the applicable NAICS code is 541519; (v) This RFQ contains three line items. Requirements and specifications are: Interactive weapons training system, High Definition video and interactive technology. All system capabilities need to provide an advanced training simulator. The sought after system shall generate a simulated learning environment for use with any teaching , training, or testing objective. The system will have plug and play options making the system ready for up-grade or adaptation. The system will be portable, customizable and adaptable. Specifications/Warranty and Training: (vi) The following minimum specifications will be met: 1. MS Window based platform 2. Projection System 3. Projection Screen 4. Hit Detection Box 5. Calibration Wand 6. Flat Panel Monitor 7. Speakers/Sound System 8. Video Camera 9. Modem and Cabling 10. Transport Cases 11. More than 120 Multi Branching Interactive Scenarios 12. Course Designer Software Program which enables the creation of organization unique training scenarios 13. Laser Training Devices (2) compatable with Army issue Berretta 9mm semi auto pistols, (1) Laser OC Canister 14. Low Light / flashlight Training capability 15. Baton branching and scoring system 16. Remote Log-in for maintenance/diagnostics of system programs 17. Standard Warranty plus 1-year w/back-up system guarentee to prevent down-time, 24/7 hotline support, remote maintenance, all labor and parts repair, software updates. 18. Initial 34 hour on-site (user location) Forts Wainwright and Richardson Alaska group training for 4 students. 19. Taser option. 20. The system we seek should have the capability for us to maintain the recoil capability with in house reloading (i.e. air canisters) or off the shelf products found locally. (vii) Delivery location, Acceptance will be Government FOB destination: Fort Richardson, Alaska 99505. (viii) The provision at FAR 52.212-1, Instructions to Offerors  Commercial (JAN 2004), applies to this acquisition (ix), Offers will be evaluated using the following evaluation factors technically acceptable, price, delivery time and past performance. The contract will be awarded to the offeror that provides the best value to the government.
