Description

The solicitation is issued as a Request for Quote W91248-05-Q-0160. The NAICS code is 334519 and the small business size standard is 500 employees. Solicitation is restricted to small business concerns. Requirement is for an on-board rotor track and balance (RTB) and vibration analysis system to be used on CH/MH-47 aircraft. The system shall meet or exceed the following performance, physical and functional requirements: (a) Have an establish personality file or program to perform vibration anal ysis and track and balance test on CH/MH-47 aircraft; (b) Have established CH/MH-47 accessory kits (line scan camera to record rotor blade tip track, accessory cables to connect to H-47 aircraft to power unit and download data (vibrations and rpm), 2 accel erometer mounting modules with separate vertical and lateral accelerometers to record vibration readings from Forward and Aft rotor system, 4 accelerometer brackets to mount in various locations on the aircraft to mount accelerometers, 4 accelerometers and cables to records vibrations levels of accelerometers placed in various locations on aircraft); (c) Vibration analysis is performed by the FFT(Fast Fourier Transform) Analysis method, FFT Size must have a range between 1024 to 4096 points, FFT line count must have a range from 400 to 1600 lines, must have function to carry out specific zoom FFT between 1-10 kHz at pre-set bandwidths; (d) Collected vibration data is stored via a compact flash card or equivalent(no floppy disks); (e) Line scan camera needs a sensing speed range of 60 to 1200 rpm, a track height accuracy of +/- 2.0 mm, lead/lag accuracy of +/- 3.0 mm, has IR lamp for night time rotor blade tracking, must track at the tip of the blade; (f) Equipment must provide live graphical representation of track and balance information to the operator; (g) Total kit must comply with Mil Standard 461E as far as EMC compatibility and have an extended temperature range from 25 C to +55 C; (h) Electrical requirement is 24-28V DC at 5A maximum; (i) Total kit mu st have a self contained printer; (j) Physical data- (1) Data Management Unit- 310 x 165 x 6(mm); Operators console- 410 x 280 x 90(mm); (2) Accessories case- 545 x 365 x 215(mm); (3) Line Scan Camera- 300 x 120 x 80(mm); (4) AC Adapter- 200 x 95 x 70( mm); (5) Junction Box- 260 x 160 x 90(mm); (6) Accelerometers- 45 x 21 diameter; (7) Magnetic Reference Pick-Ups- 56 x 17 diameter; (8) Optical Reference Pick-Ups- 60 x 50 x 16(mm).
