Description
The U.S. Army TACOM-Warren, PM Tactical Vehicles intends to solicit, on a competitive basis, a contract for Automatic Fire Suppression Systems in M1114 via Solicitation W56HZV-05-R-1102.???? A one day, Pre-Proposal Conference is planned immediately f ollowing release of the solicitation. Information concerning the pre-proposal conference, and all other aspects of this requirement, can be found at: http://contracting.tacom.army.mil/comveh/firesuppression/firesuppression.htm Potential offerors are res ponsible to check this website for updated information; no notices will be sent. ?It is also planned to allow potential offerors access to an M1114 for their integration and product refinement needs.??All responsible proposals will be considered; however, the fire suppression system will be required to protect the crew, cargo, and vehicle from fire and fire related threats and will be required to meet an urgent delivery schedule.???Key technical performance requirements subject to evaluation will, at a mini mum, include: Use of a Non-Ozone depleting agent, Speed of reaction and speed of effectiveness to extinguish fire and fire related threats in order to protect crew members, cargo and vehicle; integration into existing vehicle platforms with minimum interf erence to the crew and other vehicle systems; manual engage and disengage for fire suppression system; components that are reliable in sand and mud environments; sensing systems that are immune to false alarms; indicator that system is active and operation al; systems that require little to no maintenance over a 25 year service life. In the event the system is activated, no harm to crew will result (Compartment overpressures, agent concentrations, by-product, and oxygen levels shall be acceptable to the U.S . Army Surgeon General). Additional evaluation criteria is expected to include Price, Delivery Schedule, Past Performance and Small Business Participation.??The base quantity is expected to be 8,000 Fire Suppression systems for M1114 with an option to pur chase an additional 4,200 systems. Options for engineering services and hardware for integration may be included as part of the contract. If exercised, the engineering support will consist of modifying the existing system, keeping commonality to the maxim um extent possible, for any one of the vehicles listed below. The result will be technical data packages for kits for both new production and retrofit. In addition, the offeror may be responsible for configuration changes and service to fire suppression systems fielded on tactical vehicles. The following vehicles will require the above stated engineering support: M1114 UAH, M1025/1026 HMMWV, Family of Medium Tactical Vehicles (FMTV), Palletized Load System (PLS), Heavy Equipment Transporter (HET), Heavy Extended Mobility Tactical Truck (HEMTT), 900 Series Tractors, 5 Ton, M1907, M939 Series Tractors, and Ground Mobility Vehicles (GMV). All quantities and vehicle types noted above are preliminary and subject to change. The contractors will be required t o provide one production representative fire suppression system for an M1114 with their proposal, along with pictures of the fire suppression system installed on an M1114.?
