Description
1. CONTRACT INFORMATION: Point of Contact: ***** Ginny Selwyn (615)736-7684 Email your questions to Virginia.I.Selwyn@usace.army.mil ******* This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. One indefinite delivery contract w ill be negotiated and awarded, with a three year base. The amount will not exceed $1,000,000; no task order will exceed $250,000. Work will be issued by negotiated firm-fixed price task orders. More than one task order may be issued concurrently. The c ontract is anticipated to be awarded in November 2005. North American Industrial Classification System code is 541330, Standard Industrial Code 8711, which has a size standard of $2,500,000 in average annual receipts. This is an UNRESTRICTED announcement , open to both large and small businesses. If a large business is selected, a subcontracting plan consistent with Section 806(b) of PL 100-180, 95-907, and 99-661, will be required as a part of the negotiations of contractual rates. The subcontracting pl an is not required as part of this submittal. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Comm erce Information Center at (800)334-3414. 2. PROJECT INFORMATION: The selected firm will be required to provide complete engineering services to provide construction plans and specifications for up to three highway bridges and one railroad bridge in Cumberland, KY. The highway bridges and railr oad bridge will each be approximately 150 feet with span lengths of approximately 80 feet. Services may include but are not limited to surveying, geotechnical engineering and exploration, miscellaneous site planning and design, utility relocations, struct ural design, and engineering during construction support. Other related tasks in the City of Cumberland project may be accomplished under this contract. 3. SELECTION CRITERIA: The selection criteria listed below are in descending order of importance. The following criteria, paragraphs a through e are in descending order of importance and are more important than the criteria in paragraphs f through h. Pa ragraphs f through h will be used as a tiebreaker when firms are considered technically equal. (a) Specialized experience and technical competence of the prime firm and any subcontractors in the type of work described in paragraph 2 above. Evaluation factors will include knowledge and experience in highway and railroad bridge designs of this antici pated size. The effectiveness of the proposed management structure and the prior working relationship between a prime firm and any subcontractor will be evaluation factor. A single point of contact must be clearly identified in the submittal. Firms shou ld demonstrate ability to provide CADD services compatible with Micro station. (b) Professional qualifications of the key project management and technical personnel to be assigned to the contract. Evaluation factors will include education, training, experience and registration of these personnel. (c) Capacity of the firm to accomplish the work. Work may require simultaneous action on several design tasks at one time. The evaluation will consider the availability of an adequate number of personnel in key disciplines. (d) Knowledge of the locality and local geotechnical conditions, and local prevailing code requirements. (e) Past experience on DoD contracts with respect to cost control, quality of work, and compliance with performance schedules. (f) Extent of participation of small businesses, small disadvantaged businesses, including women-owned, minority-owned and service disabled veterans in the proposed contract team, measured as a percentage of the total estimated effort. (g) Volume of DoD contract awards in the last 12 months. (h) Location of the firm in the general geographic area of the project. 4. SUBMISSION REQUIREMENTS: Interested firms having the capacity to perform this work must submit two copies of SF 330 by 2:00 P.M. CST on September 12, 2005. No other general notification to firms under consideration for this work will be made, and no further action is required. Include the firms ACASS number in the submittal.
