Description

The Naval Facilities Engineering Command, Engineering Field Division, Specialty Center Contracts Core (SCCC), Code AQN00, Port Hueneme, CA 93043 intends to award on a Sole Source basis to Applied Research Associates, Inc (ARA, Inc) of Albuquerque, NM to acquire specific technical expertise on state-of-the-art for shock loads caused by Free Air and Confined Explosions for the Waterfront Structures Division, Naval Facilities Engineering Service Center, (NFESC), Port Hueneme, CA. Test data and numerical analysis results shall be identified and evaluated to determine a validation standard. ARA, Inc. is the only responsible source because of their background and knowledge required to provide these services. Charles Needham is a recognized international expert in shock theory and the application of shock theory to explosion effects upon structures. He is also the United States representative to the international committee for shock loads. He and his staff are the best investigators that can identify the current state-of-the-art because of his association with the international community and their combined shock testing and analysis experience. This is not a request for competitive proposal and no solicitation is available. This procurement is being issued using the Simplified Acquisition Procedures (SAP), FAR Part 13. See numbered notes. The authority for this sole source procurement is cited in FAR 5.202(a)(13). Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 calendar days from the publication of this synopsis. A notice is solely within the discretion of the Government. Information received will be considered solely for the purpose to notify.
