Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA). NAVSEA has an enterprise requirement for design, development, qualification and production of a family of common display systems that are compliant with Open Architecture Computing Environment (OACE) requirements and implement Human Systems Integration (HSI) design techniques. These display systems are intended to be implemented across platform systems on Navy surface ships, submarines, and aircraft interfacing with the platform Open Architecture Computing Environment (OACE) network infrastructure to support Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Hull, Mechanical and Electrical systems (HM&E) display requirements. These display systems will be procured through the Common Enterprise Display System (CEDS) program, an ACAT III program, which was formerly known as the Future Common Display System (FCDS) program. It is anticipated that the competitive request for proposal (RFP) will result in a fixed price type contract(s) for the preliminary design of CEDS. The contract(s) will contain a follow-on cost type option item for CEDS development and a fixed price type option for CEDS production. The contract(s) are expected to include separately priced option line items for kits, spares, engineering services, training, and relevant data. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE BUT RATHER, NOTIFICATION OF AN INDUSTRY BRIEFING. In support of this acquisition effort, NAVSEA will conduct an industry briefing from 9:00 AM to 12:30 PM on Tuesday August 30, 2005, at the Hilton Crystal City, 2399 Jefferson Davis Highway, Arlington, VA. Seating is limited, therefore, only individuals who pre-register are guaranteed seating. Questions concerning this planned CEDS procurement should be sent via e-mail to Ms. Teresa McConahie at Teresa.Mcconahie@navy.mil; questions received by August 24, 2005 will be addressed at the briefing. Prospective offerors not attending the brief! ing may submit questions. The presented materials will be available in a future amendment to this synopsis for those individuals unable to attend the industry briefing.
