Description
Intro: SPAWARSYSCEN Charleston is soliciting information from potential sources for Command and Control On- the-Move Network, Digital Over-the- Horizon Relay (CONDOR) Ku On-the- Move Antenna Reduction Initiative for the Marine Corps Systems Command, Quantico, VA. The purpose of this Request For Information (RFI) is to identify to the contractor what is to be provided to the Government. Delivery will include equipment, software and services necessary to accomplish these tasks for Ku OTM antenna reduction. Background: The Government requires a lightweight, reduced size tactical satellite communications terminal that operates in an Internet Protocol (IP) - based Very Small Aperture Terminal (VSAT) architecture. The terminal is to operate in the SHF (Ku-) frequency bands over commercial satellites. The Ku OTM system shall consist of an integrated assemblage of non- developmental items (NDI) and Government Furnished Equipment (GFE). The Ku OTM system shall support various network topologies such as star, hub-spoke and full mesh. General Requirements: The Ku OTM system is a lightweight, reduced size Ku-band satellite communications terminal that is rapidly deployable and provides unclassified and classified data, voice, and imagery communications services for CONDOR. The Ku OTM System shall employ existing COTS/NDI equipment and be capable of reliable operations over commercial Ku-band space segment. The Ku OTM System shall meet all applicable FCC and Intelsat certifications requirements. The contractor shall provide Integrated Logistics Support (ILS), Testing, Training, and Data. The Ku OTM System includes the following elements: a. Transmitter Function b. Antenna Function c. Receiver Function d. Modem Function e. Operator Interface Work Station and GUI Terminal Control Function f. Signal Entry Panel/Power Entry Panel Function g. A contractor proposed spares kit h. All required power supplies integral to the specific assemblies i. All interconnecting cables and components j. A separate transit case for storage and transport of the items in paragraph g k. An Integrated Systems Manual and COTS manual Technical Requirements: Applies only to the RF terminal equipment. The requirements to be satisfied are summarized below: 1. Hub-spoke capable architecture 2. Antenna Set-Up Time shall be less than 5 minutes 3. Antenna operating temperature shall be -15 C to 50 C 4. Throughput shall be greater than 256 Kbps full duples 5. Frequency band shall be Ku 6. Antenna shall be less than 100lbs 7. The antenna shall be a parabolic dish antenna with an aperture size not to exceed 18 inches or a conformal antenna with a height not to exceed 4 inches 8. Radome heights shall not exceed 22 inches 9. EIRP shall be no less than 44 dBW 10. G/T shall be no less than 9.0 dB/K @ 20 degree elevation under clear skies 11. The antenna shall automatically polarize 12. The operator shall pick a satellite from a list and the antenna shall then automatically acquire the satellite 13. The operator shall be able to e nter satellites in to the satellite list 14. The antenna shall not transmit geolocation data or require geolocation data be received to operate 15. Integral, environmentally controlled Radyne DMD-20 modem 16. The antenna shall use an intuitive Gra phical User Interface (GUI) 17. The antenna shall be Intelsat certified by delivery 18. The antenna shall be FCC certified by delivery, if required 19. The antenna shall be capable of mounting on an HMMWV hard top or on a platform designed to be placed in a HMMWV 20. The antenna shall be able to be moved from vehicle to vehicle by end user 21. The antenna shall be powered by HMMWV vehicle power 22. The antenna shall have an L-band interface that will connect with any COTs modem 23. The RF equipment shall come with an 18 month minimum warranty 24. All applicable safety markings shall be appropriately placed throughout the antenna system. THIS INFORMATION IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS. NO CONTRACT WILL BE AWARDED FROM TH IS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING THE INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. RESPONDENTS DEEMED FULLY QUALIFIED WILL BE CONSIDERED IN ANY RESULTING SOLICITATION FOR THE REQUIREMENT. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE, HUB-ZONE OR 8(A) SET-ASIDE BASED ON RESPONSES HERETO.
