- Combined Synopsis/Solicitation Title: Fabrication of Deep Submergence Radar Components Description: 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format specified in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The announcement will include six attachments titled: a. DWG 0209621.pdf; b. DWG 0209622 HEAD, LOWER.pdf; c. DWG 0209623 MOD 1.pdf; and d. DWG 0209624 CLAMP.pdf. e. Provisions.doc f. Clauses.doc 2. The solicitation number for this Request for Quotation (RFQ) is N66001-05- Q-1048. 3. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-05 and Defense FAR Supplement (DFARS) Change Notice 20050726. 4. This solicitation is 100% set aside for small business concerns. The applicable NAICS Code is 332721, Precision Turned Product Manufacturing. The small business size standard is 500 employees. 5. The following is a list of contract line item numbers: 0001 - "Head, Lower" in accordance with drawing 0209622 Qty: 1 each 0002 - "Head, Upper" in accordance with drawings 0209621 & 0209623 Qty: 1 each 0003 - "Clamp" in accordance with drawing 0209624 Qty: 4 each 0004 - "Certificate of Conformance" in accordance with FAR 52.246-15 Qty: 1 lot 6. The government is soliciting quotes for the fabrication of deep submergence radar components, made from titanium, including a lower and upper head, and four clamps. When assembled this will house a radar unit, attached to the hull of the submarine, USS Dolphin. 7. Dates and place of delivery, acceptance and FOB point are as follows. Delivery to be no later than 240 days from date of award. Source selection evaluation criteria will favor earlier delivery date. Acceptance will be at destination. Include shipping costs with quotation to satisfy FOB Destination. Place of delivery will be: Space and Naval Warfare Systems Center, San Diego Code 229 53605 Hull Street San Diego, CA 92152-5001 Marked for Trevor Augustus, 619-553-2967, Code 2744 8. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition. The clauses at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, apply to this acquisition. The clauses are set forth in the attached file titled "Clauses". 13. Additional Contract Requirements ??? Special attention is drawn to DFARS clause 252.225-7014 which applies to this acquisition. The clause, titled "Preference for Domestic Specialty Metals," imposes restrictions on the use of titanium and titanium alloys.
